Lavov Warns of Attempts to Foil Annan’s Plan

The Russian Foreign Minister, Sergei Lavrov, called Friday "all Syrian sides to rally around the plan of the UN envoy to Syria, Kofi Annan, and the Security Council Resolution which endorsed it."
The Russian diplomat warned that "there are those who want to foil the implementation of the plan."
In a press conference with his Italian counterpart Giulio Terzi in Moscow, Lavrov said "the main responsibility for the security of citizens and public order in Syria is that of the Syrian authorities."
"However," Lavrov continued, "these authorities are confronted not only by peaceful demonstrators and those who have the right to express their views, but by armed groups that are carrying out terrorist acts and bombings."
The Russian Foreign Minister further stressed "the importance of making all efforts to adopt another resolution by the Security Council as soon as possible to approve sending a full observer mission to Syria."
" It is the people who should be counted on to determine their destiny," he said, noting that "the Libyan model is a wrong one and should be averted while dealing with Syria."
Lavrov further urged all sides "to exert all possible efforts so that the Syrian model is totally different [from the Libyan one] through supporting Annan's plan, halting violence, delivering humanitarian aid, securing political rights and calling all Syrians to reach dialogue and to resolve the crisis eventually."
For his part, Italy's Foreign Minister stressed that "the solution in Syria should be reached through effective participation by the Syrians themselves under the international community's support."
"The Syrians' destiny is in their hands and it is self-evident that the international community is doing its best. All signals coming from the Syrian community should be observed to settle the issue and find a common language. Therefore, the Syrians should express their will freely and the international community should offer support," Terzi told the journalists.
