Talal Bin Abdel Aziz, brother of the Saudi King Abdallah Bin Abdel Aziz called on Riyadh to "start with political reform, that is introducing a new basic stature (of government.

He said it is very important that the Kingdom of Saudi Arabia transfer into a constitutional monarchy, noting that "absolute monarchies no longer are in conformity with modernity."
Saudi King’s Brother Foreseeing Collapse of Saudi Arabia: KSA Should Transfer into Constitutional Monarchy He expected the collapse of the Saudi Kingdom just like the Soviet Union did.
In a statement to the Pan-Arab al-Quds al-Arabi newspaper, Talal said that the Allegiance Commission -of which he was a member twice- has not convened to discuss the appointment of Salman Bin Abdel Aziz, and pointed out that the Family Council which includes the children and grandchildren of King Abdel Aziz has not convened for months.
He emphasized that the proposed constitution would be tantamount to "a social covenant between ruler and ruled, compatible with known constants in Saudi Arabia in terms of religion and genuine traditions."
He underscored that appointing Nayef as King would represent hammering the first nail in the coffin of the Allegiance Commission.

Criticizing the royal family, he said "What do I say about people who do not follow the path of their father?" He further went on to say that the royal family neither preserved the known customs, not brought reform or change to the system in such a way that conforms with the 21st century.
