France seeks draft resolution on al-Ghouta massacre; US reluctant and cautious
The French Foreign Ministry remained on alert after the news of a chemical attack massacre in Damascus's countryside.
The ministry's office issued a statement in which he mentioned a phone call the Minister Laurent Fabius held with the head of the so-called Syrian Coalition leader Ahmad al-Jarba. During the call, Fabius had not clearly accused anyone of being behind the massacre.
Sources in Paris told al-Ahed news website that the French Foreign Ministry is contacting with the United States and the United Kingdom to study and present a draft resolution to the Security Council condemning Syria and demanding that the UN mission investigating the use of chemical agents in Khan al-Assal to probe the use of chemical weapons in al-Ghouta also.

The same sources further noted that Paris is upset with the US reluctance regarding the Syrian file, receiving many complaints from the so-called Syrian National Council and Coalition on the West's dismissive attitude in supporting them.
It seems that Washington is not totally convinced of the Syrian Army being responsible for the chemical attack in Damascus's countryside, especially at a time where the UN mission is probing the chemical attack in Khan al-Assal North Syria.
This US stance was apparent in the White House spokeswoman who was cautious in accusing the Syrian regime, saying that the US did not set red lines and no one is talking about red lines here.
Stories about the attack on Wednesday varied, and is seems that the Syrian opposition wanted to exploit the UN mission's visit to Damascus, and is also seems that the Syrian opposition is seeking to reel the West to convince it of intervening in al-Ghouta area where the opposition's groups are being defeated constantly for weeks.
The field situation for the opposition is about to collapse in Damascus's countryside al-Quseir-style. This prompted reinitiating the policy of massacres that would require an international intervention, despite everyone's conviction of the impossibility of this type of intervention in the time being because of the Russian stance and the military complications on Syrian territories.
