Turkey's interior ministry said at least 27 people had been killed and around 100 had been injured in a blast near the country's border with Syria. Two Turkish officials declared that the evidence they have suggested the attack was a suicide bombing carried out by "ISIL".
The blast occurred in the garden of a cultural center. Hundreds of youth workers were reportedly staying there.
Suruc, located near the Syrian town of Kobani - also known as Ain al-Arab, houses many refugees who fled fighting there in recent months.
Kobani had been a battleground between militants from "ISIL" group and Kurdish fighters since September last year, when "ISIL" overran the town, forcing most of its residents to flee into Turkey.
The Federation of Socialist Youth Associations [SGDF] was reported to have had at least 300 members staying at the Amara Culture Centre to take part in rebuilding work in Kobani.
Furthermore, the federation tweeted photographs showing the group in the garden before the blast and the scene afterwards.
The explosion in Turkey near the country's border with Syria was a terrorist attack, the country's interior ministry had said.
Pervin Buldan, a senior lawmaker from the pro-Kurdish HDP opposition party, said local officials were investigating the possibility it was a suicide bombing.
She said the blast happened as Turkish and Kurdish youths gathered at the cultural center ahead of a planned trip to the town of Kobani in Syria.
