Russia to Stop ’ISIS’s’ Illegal Oil Trade

Russian Ambassador to the UN Vitaly Churkin announced that Russia is working with the UN Security Council on a document that would enforce stricter implementation of Resolution 2199, which aims to curb illegal oil trade with and by terrorist groups.
The draft resolution intends to quash the financing of terrorist groups, including "ISIS" extremists.
"We are not happy with the way Resolution 2199, which was our initiative, is controlled and implemented. We want to toughen the whole procedure," Churkin said.
He further added: "We are already discussing the text with some colleagues and I must say that so far there is not a lot of contention being expressed."
The document Russia is working on is a follow-up to the Russian-sponsored Resolution 2199, which was adopted by the UN on February 12 to put a stop to illicit oil deals with terrorist structures using the UN Security Council's sanctions toolkit.
Back in July, the UN Security Council expressed "grave concern" over reports of oil trading with "ISIS". The statement came after the group seized control of oilfields in Iraq and Syria and was reportedly using the revenues to finance its claimed "state."
However, while Churkin proposed sanctioning states trading with "ISIS" terrorists, retired US Army Major General Paul E. Vallely said that Turkish President Recep Tayyip Erdogan should be singled out as a "negative force" for supporting "ISIS" black market oil revenues.
