Hizbullah International Relations Unit issued the following statement:

After a close study of the report issued by the Secretary-General of the United Nations, Mr. Ban Ki-Moon on the implementation of resolution 1701, what caught our attention was a paragraph related to the complaint previously forwarded by Lebanon to the United Nations on "Israeli" spy networks recently uncovered by the Lebanese security services officials, as we do not find in the mentioned paragraph any reference that reflects the seriousness of that violation by "Israel"-considered a threat to the security and stability in the Lebanese arena, and a continuing assault against the sovereignty of our homeland.

When the documented investigations with the uncovered collaborators proved that they had worked in accordance with specific mechanisms, at different times and on different occasions to provide the enemy with serious and sensitive information pertaining to the security of the Lebanese, whether officials, politicians, resistance persons or security institutions.

Since some of them acknowledged having performed preparatory functions for assassinations and sabotage operations, the available material now found in this file is sufficient to build against "Israel" a condemnation case, and to direct against it clear charges of assaulting Lebanon's sovereignty, security and stability, and of violating UN Resolution 1701.

"Israel", through its spying and building of spy networks in Lebanon, is not only responsible for the crimes and acts of aggression it carried out during the July 2006 war and in earlier wars and attacks, but is a prime suspect in many of the crimes that took place against Lebanon's internal security, a reason behind the disturbances and chaos that threatened Lebanon's political stability as a whole.

In light of the above, we had hoped the Secretary-General's report more clearly reflect the seriousness of the "Israeli" actions, the violation it represents and the threat it poses to the security and sovereignty of Lebanon. We had hope the paragraph does not appear shy and perplexed, so it does not reflect the reality of the risks described in such acts.

This is why we believe once again that the blatant bias that characterize the positions and decisions of the Secretary-General and the UN Security Council to the "Israeli" enemy side, presents their function as if to provide cover and justification for the shifting Zionist crimes, instead of standing by the oppressed peoples and the victims.

An additional credibility pillar of the Security Council is brought down each time a statement is issued to cover up the described "Israeli" crimes.

Instead, the Secretary-General had the freedom to denounce and condemn "Israeli" actions, and to lay full responsibility on "Israel" for these crimes and all their resulting implications.

The positions of the Secretary-General of the United Nations fully intersect with the American unjust and biased stands, for there is Jeffrey Feltman who views the weapons of the resistance a threat to Lebanon, ignoring the truth known to the proud people of Lebanon of the role of the resistance, which defended the land and the people, freed the larger part of the occupied Lebanese territories, and shattered the hopes of American tutelage and Zionist barbarity.

We understand the pain shuddering the U.S. administration's heart at seeing Lebanon free and independent by its army, people and resistance, and Feltman's recognition of the popularity of the party, is but an admission of the impelled, that Hizbullah operates in the context of the option taken by the good Lebanese people, and that neither American injustice nor Security Council bias will dissuade us from our resoluteness in the confrontation of the project of domination, tutelage and occupation.
