The most recent talk in "Israel" has been about Hizbullah seeking to punish the occupation army Chief of Staff Gabi Ashkenazi. There is an implicit admission among the leaders of the enemy, as well as their public, that Hizbullah has a right to do something in retaliation for the assassination of its military commander martyr Imad Moghniyeh.
This admission surpasses the idea of revenge to border on an implicit recognition that Hizbullah will choose a high level target in "Israel" equivalent, in terms of operational value to the post previously occupied by the martyr Moghniyeh. This recognition is not reflected in the constant talk about any prospective action to be taken or its inevitability, but in the fact that "Israel" no longer possesses a reason that deters Hizbullah or compels it against taking such action.
As for the probability of "Israel's" announcement regarding Ravi Soltani being correct, fundamental summations can be identified during the course of a conflict without an end in sight, between "Israel" and Hizbullah. This includes:
Hizbullah's decision for revenge is on; preparations to face "Israeli" reaction are also in place.
First: The party's decision to respond to the assassination of Moghniyeh is irreversible, at its adoption level the decision has moved beyond conceptual framework, to its operational mode, however its procedural aspect has principals and calculations primarily related to the resistance itself, before anything else.
Second: The party's decision may not be limited to a specific action, a situation "Israel" seriously fears yet is unable to contain. Meanwhile, it is evidently clear that among the overall objectives the party is interested in achieving, is a hit that remains engraved in the minds of the enemy leaders and their public, particularly since one of the purposes of retaliation, is making the enemy sense the seriousness of the resistance about protecting its cadres, and that it is not only concerned in avenging them.
Third: Hizbullah does not act on the basis that its agenda is limited to one item; the reorganization of its jihad body after Moghniyeh's martyrdom was not outside the course of action implicitly related to the response decision. Such a decision requires a special kind of activity and a time frame unrelated to calculations of revenge, to make the response part of a mounting course to leave the enemy deterred from repeating such acts.
Fourth: The Hizbullah planning to respond with mindfulness and awareness, knows the implementation requirements of this step, moreover it knows even better the method with which to determine the scopes of reaction to any quality action it takes, including the possibility of "Israel" resorting to widespread or localized military action.
In all cases, readiness to face enemy attacks represent the more important part of the retaliation process itself. Hizbullah Secretary General Sayyed Hassan Nasrallah said "He who wishes to kill Imad Moghniyeh ought to remain anxious", in a comment he made about the constant state of alert within "Israel" which includes everything amid fears that keep surfacing from time to time, caused by incoming warnings of imminent operations inside and outside "Israel."
