MP Dr. Ali Fayyad, a member of Loyalty to the Resistance bloc, said in a television interview today that the UN Secretary-General Ban Ki-moon's report on the implementation of UN Resolution 1701 is unbalanced in its approach to the situation in southern Lebanon and inadequate in dealing with the "Israeli" violations.

Although the report contains some paragraphs criticising "Israel", its essential overall context does not focus on holding "Israel" responsible for violations of the resolution nor expressly condemns it.
What is more reprehensible are words in the Secretary-General report, in which he circulated his condemnation of ‘all' violations, which forms an unbalanced position as it equates between violations committed by the "Israeli" occupying forces against the sovereignty, security and stability of a country that is Lebanon with incidental acts that came from local natives on their own national territories.

What is also eye catching is the report being completely devoid of any reference to the successive explosions of "Israeli" cluster bombs occuring on almost weekly basis and killing Lebanese civilians, thus indirectly acting as a continuance of "Israeli" hostilities whose cessation this UN resolution originally called for.
